AI Contract Overview

The US Army Corps of Engineers, Jacksonville District, intends to acquire two Trimble R10 GNSS Systems through a sole source purchase, meaning only one brand is deemed acceptable to fulfill their requirements. This procurement is not a request for proposals but a notice of intent to negotiate directly with the specified brand. The decision to purchase these identical systems stems from the need to maintain consistency and repeatability in surveying tasks, as existing units (nine previously acquired) confirm that only this specific model meets the stringent accuracy and tolerance criteria necessary for volume analysis and field measurements. The agency emphasizes that alternative manufacturers' products, even with comparable specifications, do not provide results within the acceptable error margins, thereby justifying the sole source acquisition under FAR 6.302-1(c). Interested parties may submit information purely to assist in determining whether a competitive procurement process should be considered, with responses due by June 22, 2013. Contact for this acquisition is provided, primarily through Amy Hamilton at the Jacksonville District’s office. The procurement supports the agency’s ongoing surveying operations and helps ensure continued data accuracy by utilizing uniform equipment models.

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a brand name basis in accordance with FAR 6.302-1(c) Only one brand name source will be sufficient for our requirement. No other supplies or services will satisfy agency requirements. USACE is seeking to purchase two (2) Trimble R10 GNSS Systems. We already possess nine (9) of these units and desire to procure identical pieces of equipment for use as base stations. Using identical systems is critical in producing accurate results in surveying. We require repeatability to reproduce the same surveying result over a given area. Different manufacturer's models with similar specifications will still produce results that are outside the acceptable tolerance of error when computing volume analysis. This is a Notice of Intent not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
