The contract involves the sole-source repair and modification of two units of the digital input/output circuit card assembly (CCA) with NSN 7H-5895-014713192 and part number 100H421G01, intended for submarine logistics. The work will be performed by Northrop Grumman Systems Corporation, the original equipment manufacturer and the only approved source capable of providing the necessary spares and repairs, as the government does not possess the rights to the technical data required for alternative sourcing. The delivery location is the Defense Logistics Agency Distribution Center in New Cumberland, Pennsylvania. The procurement is governed under emergency acquisition authority and a one-year contract duration, with provisions including Unique Identification (UID) and Buy American clauses, and will follow FAR Part 15 procedures for negotiation. Solicitation is planned to be posted electronically on March 26, 2026, with proposals due by April 25, 2026, and an anticipated award date of May 10, 2026. While this is a sole-source procurement under 10 U.S.C. 2304(c)(1) due to the lack of alternate data rights and manufacturing approval, the government invites all responsible sources to submit capability statements or proposals within 15 days after notice issuance to be considered for potential competitive acquisition. Firms not currently approved to manufacture this material must submit a Source Approval Request, although the procurement timeline will not be delayed for such approvals. Communication will be handled exclusively via electronic submissions, with no telephone or hard-copy inquiries accepted. The contract is being managed by NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, with Jessica Grzywna serving as the primary point of contact.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin.
