This is a notice of intent to solicit from a single source.
The US Geological Survey (USGS) intends to award a purchase order to Vectronics Aerospace Inc.
Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and the applicable simplified acquisition procedures.
The specific characteristics of the Vectronic camera collar for caribou that limit availability to a sole source are its collar design, camera capability, data collection reliability, and integrated technology. Vectronic is the only known manufacturer that provides a collar design suitable for a caribou¿s neck while also providing a clear and reliable camera, Iridium satellite technology for GPS data collection, triaxial activity sensors, and programmable drop-off mechanisms.
Based on the Government¿s prior experience, Vectronic collars have demonstrated a high success rate in collecting the required data with minimal collar malfunctions and failures, with a success rate greater than 90 percent compared to less than 60 percent for competing products. These characteristics are necessary to meet the Government¿s research requirements and are not known to be available from another source.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
