Synopsis: WIN-T SATCOM Deployable Communications Capabilities System (DCCS) U.S. Army Contracting Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Engility Corporation (Cage Code: 8W138), 7104 Laird Street, Panama City Beach, FL 32408 The proposed action is for sustainment and to provide support for the DCCS which encompasses vehicular-based systems, aircraft-based systems and transit-cased systems (hardware). Within the project umbrella are various service areas such as: system lifecycle support, project management, capability design, system modifications, technical refresh, equipment training, technical support, service desk, equipment repair, spare parts management and reporting. Engility owns the proprietary technical data required for the design, configuration, and integration for the current DCCS. This notice of intent is provided for informational purposes only and is not to be considered as a request for proposal or a solicitation of offers. However, all responsible sources may submit at their own costs a capability statement, proposal, or quotation, which shall be considered by the agency. Submissions shall not include classified data. Interested parties may identify their interest in writing to the Government point of contact. Solicitation number W15P7T-15-R-0019 shall be included on any correspondence relating to this action. The closing time of this announcement is 5:00 PM Eastern Standard Time (EST) on July 6, 2015. A determination by the Government not to compete this proposed Contract based upon responses to this notice is solely within the discretion of the Government.
