58 -- MBMMR COMSEC Obsolecent ECP

The United States Special Operations Command (USSOCOM) plans to enter into a sole-source contract with Raytheon Company to address the obsolescence of the cryptographic security (COMSEC) module used in the Special Operations Forces Multi-band, Multi-mission Radio (MBMMR), specifically the AN/PSC-5D model. The existing encryption module, known as HERMES, previously supplied by General Dynamics Decision Systems and the National Security Agency, is no longer in production. Given the proprietary nature of MBMMR’s design, only Raytheon Systems Company is eligible for this contract award, underscoring a tailored engineering change to update or replace the COMSEC component. This contract initiative is focused strictly on the engineering change proposal to mitigate obsolescence issues within the MBMMR system’s encryption capabilities and is not an open solicitation or request for proposals from other industry parties. USSOCOM’s contract administration will be managed from its office in Tampa, Florida, under the Department of Defense's oversight, ensuring continuity of secure communications for Special Operations Forces through a seamless update to the radio’s secure communication module.
