This solicitation requests proposals for a commercial high-frequency radar system designed for remote ocean current mapping. The system must include transmitter and receiver units, remote-site software, antennas, cables, and training for operation and support. It is required to be compatible with existing HF radar instruments used in Oregon and Monterey Bay, California, including data formatting and real-time data processing software. The radar operates in the 5-25 MHz frequency range and provides surface current measurements over distances from 50 to 200 kilometers offshore, using electromagnetic backscatter. The system must transmit with less than 100 watts average power to comply with FCC licensing and offer GPS timing synchronization to facilitate frequency sharing in congested areas. It will employ a direction-finding approach rather than phased array or beamforming to enable rapid deployment and maintain a small coastal footprint. The equipment must be field-tested, ready for integration into existing HF radar networks, and include music-based direction-finding software for producing ocean velocity maps from raw data. The acquisition is set as a Firm-Fixed-Price contract with delivery anticipated by September 30, 2002, FOB destination Monterey, California. Due to unique proprietary design and capabilities, Codar Ocean Sensors of Los Altos is the sole manufacturer qualified to provide the system, and this procurement is conducted without full and open competition under FAR 6.302-1 authority. Proposals must include specified representations and certifications with no acceptance of fax or electronic submissions. The contract incorporates relevant Federal Acquisition Regulations and Defense FAR Supplement provisions pertaining to commercial items, small business program representations, Buy American Act compliance, and employment reporting related to veterans. Award decision is expected within 30 days from the notice date.
