This synopsis is being posted to both the Federal Business Opportunities (FBO) site located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by Naval Surface Warfare Center (NSWC) Division Crane, Indiana. NSWC Crane requires a Shipboard Infrared Visual Sensor System (SIRVSS). The SIRVSS is a stabilized multi-sensor Forward Looking Infrared (FLIR) System which will be installed on United States Coast Guard (USCG) Cutters and other maritime craft of various types. The SIRVSS's primary mission is to provide enhanced visual imagery to augment existing optical and radar sensors. The SIRVSS requirements shall be provided in accordance with the NSWC Crane statement of work and performance specification. A five-year, Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity contract is envisioned for this effort as follows: CLIN 0001 SIRVSS Min 1/Max 160 CLIN 0002 Data 1 lot CLIN 0003 Installation Kits Min 1/Max 160 CLIN 0004 Cable Kits and Accessories Min 1/Max 160 CLIN 0005 Provisioned Item Ordering 1 lot Delivery will be FOB Destination, NSWC Crane, Crane, Indiana, within 160 days after receipt of orders. Initial inspection will be at origin by the cognizant DCMA representative with final inspection and acceptance at destination. The request for proposal will be issued employing full and open competition procedures. Contract ordering period is for a five-year period from award date of the contract. Offerors will be required to submit a product sample, past performance, and price proposal in response to the solicitation. Award will be on a best value basis.
