The U.S. Department of the Interior, Minerals Management Service, plans to issue a sole source, firm-fixed price purchase order to Norden Millimeter in Placeville, CA, for components of a Millimeter Wave Radar Projection System. This procurement is conducted under FAR Part 13.5 and 6.302-1, justifying a non-competitive award as Norden Millimeter is the only responsible source capable of meeting the agency’s specific technical and physical requirements. The radar system will be integrated into the Advanced Multispectral Simulation, Test & Acceptance Resource (AMSTAR) used by the Redstone Technical Test Center, Developmental Test Command, U.S. Army Test and Evaluation Command. This purchase specifically fulfills the parts needed for the second identical system installation at a separate AMSTAR test facility to ensure compatibility, test duplication, and reduced development time and costs. The system is a complex, custom-developed four-channel Millimeter Wave Radar projection setup designed to simulate real-time multi-channel MMW scenes for missile seeker testing. Since the original system components, including Ka Band Amplifiers and Switches, were developed under government and contractor collaboration, only Norden Millimeter can provide the necessary parts that match both technically and physically. Awarding the contract to another supplier would impose significant additional development, documentation, engineering, and spare parts costs that the government cannot recoup. The notice serves as an informational announcement, with all responses due by February 23, 2005, although no competitive quotes are being requested or accepted.

Full Description

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Norden Millimeter, Placeville, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center, Developmental Test Command, US Army Test and Evaluation Command. The Subsystem Test & Analysis Branch, Redstone Technical Test Center has a requirement for a Millimeter Wave Radar Projection System. There are many components in this system; including Ka Band Amplifiers and Switches. This Millimeter Wave (MMW) Radar projection system will be integrated in the Advanced Multispectral Simulation, Test & Acceptance Resource (AMSTAR). The complete system will provide complex multi-channel MMW scenes to a MMW Radar seeker in real-time as a simulated missile flight is flown. The system is a complex 4 channel dynamic precision system custom developed by multiple contract and government engineers under the direction of Redstone Technical Test Center and the Aviation and Missile RDEC (AMRDEC) System Simulation Development Directorate (SSDD). The first copy of this system has been built and is being installed in the first AMSTAR test facility (Performance Bay 1). This order is for parts that make up the second system to be installed in the second AMSTAR test facility (Production Bay 1). It is the goal of the AMSTAR development team to directly duplicated systems from the first facility into the second. This provides reduced development time, compatibility between systems, test duplication, easier configuration control and a reduced spare requirement. Norden Millimeter provides the only amplifiers and switches that are a direct match to our current system, both technically and physically; and only direct sales from the company are possible. Award to any other source would result in substantial duplication of development, documentation, engineering, and spare cost to the Government that is not expected to be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST February 23, 2005 will be considered by the Government. POC: Susan Lawson, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be e-mailed to Susan Lawson at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
