The U.S. Department of the Interior's Minerals Management Service (MMS) plans to award a sole source purchase order to D. F. Dickins Associates, Ltd., based in La Jolla, California, for approximately $55,000. This award follows a previously competed contract with the same company and aims to continue development work on ground penetrating radar technology at the Cold Regions Research and Engineering Laboratory (CRREL). The technology is designed to locate oil trapped in and under ice, supporting remote sensing and surveillance in challenging environments. The sole source basis is justified under FAR 6.302-1, citing that no other suppliers can meet the agency's requirements without causing unacceptable delays and increased costs. This notice is not a solicitation for competitive quotes but serves to inform potential parties of the intent to proceed with the sole source award. While the government welcomes relevant information submitted by February 25, 2005, the decision not to compete remains at the government's discretion. Contact for this procurement is Debra Bridge of the MMS Procurement Operations Branch, with inquiries requested via email or fax, as phone calls are discouraged. The procurement is managed by the Acquisition Management Division of the Department of the Interior and reflects the agency’s commitment to advancing innovative technologies to address environmental challenges in cold regions.
