The Bureau of the Public Debt, acting on behalf of the Department of Homeland Security’s Office of Denton Investigations, is conducting market research to gather information about motion-to-motion surveillance systems. This effort is a Request for Information (RFI) rather than a solicitation, aimed at exploring vendor capabilities and equipment that meet specific surveillance requirements. The Department of Homeland Security focuses on assessing and addressing vulnerabilities to national security, with an emphasis on catastrophic terrorism threats. The department seeks advanced technological solutions to improve homeland protection, including versatile video surveillance systems that can operate in various environments. The surveillance system under consideration, the XOA, is a portable, multi-use video solution capable of supporting up to four cameras with real-time evidence capture and secure digital storage to maintain chain of custody. Key components include digital data control centers with weather-resistant features, pan-tilt-zoom cameras with high optical and digital zoom capabilities, day/night imaging systems with infrared functionality, and robust communication options via cellular and wireless modems. Potential vendors are invited to provide information on their equipment lines, capabilities, business size, and related details by September 6, 2007. Responses should demonstrate motion-to-motion detection capabilities. The RFI explicitly states that no contract awards or reimbursement of costs will result from submissions and that further acquisition actions will be based on market research outcomes. Interested parties are encouraged to monitor official procurement websites for future related solicitations.

Description: The Bureau of the Public Debt on behalf of the Department of Homeland Security, Office of Denton Investigations, is assessing the market to gain information about the procurement of a motion to motion surveillance system. This notice is not a solicitation, but an inquiry regarding the capabilities of surveillance systems providers and a request for information from offerors who are willing and capable of providing a presentation regarding surveillance system capabilities. We are seeking information from, and will invite, potential vendors to respond to this Request for Information. Department of Homeland Security Background The Department of Homeland Security is responsible for assessing the nation's vulnerabilities. It takes the lead in evaluating vulnerabilities and coordinating with other federal, state, local, and private entities to ensure the most effective response. The collection, protection, evaluation and dissemination of information to the American public, state and local governments and the private sector is central to this task. The Department of Homeland Security merges under one roof the capability to anticipate, preempt and deter threats to the homeland whenever possible, and the ability to respond quickly when such threats do materialize. Homeland Security harnesses our nation's scientific and technological resources to provide Federal, state, and local officials with the technology and capabilities to protect the homeland. One area of focus for the Department is catastrophic terrorism--threats to the security of our homeland that could result in large-scale loss of life and major economic impact.
