The contract solicitation (RFQ 36C26226Q0858) issued by the Department of Veterans Affairs’ Network Contract Office 22 (NCO 22) seeks quotes for a Surveillance System to be installed and maintained at the VA San Diego Health Care System located at 3350 La Jolla Drive, San Diego, CA. This firm-fixed-price procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, consistent with NAICS code 334519 for Other Measuring and Controlling Device Manufacturing, with a small business size standard of 750 employees. The contract is structured under FAR Subpart 12.6 and FAR Part 13 guidance, requesting written offers via SF 1449 form submission by June 8, 2026, with all inquiries due by June 3, 2026. The period of performance is 90 days after order. Evaluation is based solely on the lowest price technically acceptable, with no consideration given to past performance or technical approach beyond conformity to solicitation requirements. Key aspects of contract administration specify that all deliveries and inspections will occur at the VA San Diego Health Care System location, where inspections ensure compliance with manufacturer specifications, VA Technical Information Library standards, and system performance requirements for the Avigilon surveillance solution. The contract mandates adherence to federal safety and environmental standards, including OSHA and NFPA regulations, as well as restrictive clauses that prohibit use of surveillance equipment from certain foreign entities to ensure supply chain and national security integrity. Offerors must submit extensive representations and certifications per FAR 52.212-3, including Small Business status and compliance with limitations on subcontracting specific to SDVOSB firms. Payment is processed through electronic funds transfer, with invoices submitted via the VA Electronic Invoice Presentment and Payment system. The contracting officer, Victor Oliveros, oversees this procurement, emphasizing compliance with submission instructions requiring email delivery of complete offers and documentation with no oral proposals accepted.
