The contract involves the sole source award to Perkin Elmer LAS Incorporated for the removal and proper transfer of a radioactive source from a liquid scintillation (Gamma) counter located at the Northport Veterans Affairs Medical Center (VAMC) in Building 61, Room 126. This specialized task requires compliance with Nuclear Regulatory Commission (NRC) and Department of Transportation (DOT) regulations to ensure safe decommissioning and shipment of the sealed radioactive source to the manufacturer. The service is urgent, as the Research Lab at Northport VAMC must be cleared promptly to resume its activities safely. The contractor must possess radiation safety and DOT training, and access to the radioactive source is restricted to authorized personnel only. Market research determined Perkin Elmer as the sole capable vendor, and the government will consider any Expressions of Interest received by July 13, 2023, though this is not a request for proposals or quotations. The period of performance is short, anticipated to take approximately half a day for removal and transfer. The government will furnish the TriCarb Scintillation Counter containing the radioactive source, and no additional security accreditation or Certification and Accreditation (C&A) is required. All inquiries and EOIs must be directed to the designated contracting officer, Charles Collins, and timely submission is the responsibility of the submitter.
