Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

Full Description

The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) intends to negotiate with only one source, Clarity Movement Company, 808 Gilman Street, Berkeley, California, for 20 prototype Smoke Monitor Sensors (low power lightweight Particulate Monitors) that can operate in conjunction with the Remote Automatic Weather Stations (RAWS) that are powered by a 20W solar charge and 12 VDC 100 Ah deep cycle battery. This action is authorized by and in accordance with FAR 6.302.1. The Government believes that the only responsible source capable of satisfying the agency's requirement is the Clarity Movement Company. A Request for Information (140L3724Q0017) was posted to SAM.gov on 01.05.24 thru 02.09.24. Clarity Movement Company was the only vendor to respond with a sensor that meets the technical requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. The estimated value of this acquisition is less than $52,000. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). The requirement is unrestricted and the NAICS code 334519 applies. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing action 140L3724Q0055. However, they must provide convicting evidence that they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by 27 March 2024 to the effect that a comparable source exists, an order will be placed with Clarity Movement Co. for the requirement stated here. Questions concerning this acquisition may be directed to Casey Gean Boyd at contact@example.gov.
