Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 56 provides support including installation, testing and shipboard operation of the Seawolf Class Portable Ship Control Unit (PSCU). To repair a failed PSCU, NSWCCD intends to negotiate a non-competitive procurement with WEMS Electronics in Hawthorne, CA for one (1) replacement Graphics Card 6956647 (also L535 111 015). WEMS Electronics last produced this graphics card about 5 years ago for Lockheed Martin Corporation (LMC), of Manassas, VA, and is the only company that has produced this graphics card. Additionally, they are the only entity in possession of the drawings, schematics and instructions to produce additional cards. The Graphics Card was proprietary to LMC. The Navy never received full technical documentation to enable NSWCCD to bid/build/manufacture these cards independently, but has received approval and a waving of proprietary rights from LMC for the Navy to have additional units fabricate! d. Even though LMC has since lost some of the critical documentation for the Graphic Card, WEMS Electronics has saved all the documentation and information they need to reproduce more Graphic Cards. As such they are the only company that is able to produce these cards with out reverse engineering and the ensuing reduction in quality and cost of first article testing. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 09/07/2007 and referencing RFQ N00167-07-Q-5288.
