The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a sole source contract to Vatell Corporation for the procurement of seven TG 2000-42C heat flux sensors and seven AMP-15B amplifiers, both Vatell-brand products. This contract will be awarded under the authority of FAR Part 6.302-1, which permits sole source acquisitions when only one responsible source can satisfy the agency’s requirements, and the acquisition is further authorized under the Clinger-Cohen Act’s commercial item test program. The items are specified for use within internal ATC Operating Procedures, and delivery is expected within 30 days of contract award. The contract will be a Firm-Fixed Price agreement, and the NAICS code applicable to this procurement is 334519, with a business size standard of 500 employees. The notice was posted on September 7, 2011, and any interested parties had the opportunity to respond within ten days, by 2:00 PM Eastern Daylight Time on September 16, 2011. Responses needed to demonstrate that competition would benefit the Government in future procurements. However, the Government retains full discretion regarding whether to pursue competition based on those responses. No telephone inquiries are permitted; questions must be directed in writing to the specified contact. The sole source approach reflects the unique nature of Vatell’s products as currently integrated within agency procedures, justifying the non-competitive acquisition.
