The General Services Administration's Federal Technology Service plans to award a firm fixed price contract to Liebert Corporation under FAR 6.302-1, bypassing full and open competition due to the unique capabilities of the vendor. The contract supports the upgrade of the uninterruptible power system at the Engineer Research & Development Center's Major Shared Resource Center to meet future power and cooling demands related to the Department of Defense’s High Performance Computing Modernization Program. The procurement includes a comprehensive system composed of one 2500kVA/2000kW multi-module UPS, four 625kVA/500kW multi-module units, a 3000 Amp system control cabinet with advanced monitoring and control features, and four flywheel energy storage systems designed for high reliability and extended backup times. The solution is constrained in size and weight to avoid building modifications and must include start-up services and freight shipping FOB from the shipping point. Additional included components cover factory services like submittal drawings, operator manuals, certified test reports, and various field-installed options including remote status panels and battery circuit breakers. Warranty provisions guarantee seven-day, 24-hour support with a two-hour onsite response time to equipment failures at the ERDC MSRC site. An optional full system onsite load-bank testing is also provided. All equipment must meet specified electrical, environmental, and safety standards while delivering robust performance and continuous system monitoring to ensure the reliability required by the high-performance computing environment.
