The U.S. Army RDECOM Contracting Center, Natick Contracting Division, intends to award a firm fixed price purchase order on a sole source basis to Delsys Inc. for the acquisition of a wireless lightweight Electromyography (EMG) system with accelerometer capabilities. This decision is based on FAR authority 13.106-1(b)(1), citing that Delsys is the only responsible source capable of meeting the agency's specialized needs. The Biomechanics Team at NSRDEC requires the Trigno Wireless System from Delsys to replace their outdated, tethered EMG unit with non-functioning channels. Delsys is the original manufacturer of the previous system, and their wireless model integrates seamlessly with existing motion capture software and equipment already in use by the team, avoiding any learning curve and additional training requirements. No market research was conducted since the agency’s existing familiarity and compatibility with Delsys products make this the optimal choice. The requested system includes 16 EMG channels with the potential for future expansion to 32 channels, and features small, lightweight electrodes capable of eight-hour real-time data collection both inside and outside the laboratory. The sole-source award reflects Delsys’s unique proprietary product and its critical integration with the agency's current biomechanics data collection processes. Interested parties had the opportunity to express interest by a specified deadline, but no actions were planned to overcome barriers to competition as the requirement justified the sole-source approach. The contracting office is located at Natick, MA, with Greg Wilson as the point of contact.

Full Description

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Delsys Inc., 650 Beacon Street 6th Floor, Boston MA 15734. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or update required to meet the agency's needs: The Biomechanics Team at NSRDEC is in need of a wireless light weight Electromyography (EMG) with accelerometer capabilities to replace our old EMG which has channels that do not function anymore and tethered to a workstation. The Trigno Wireless System from Delsys meets our needs. Not only is Delsys the company that made our older EMG system, but their software interacts seamlessly with our collection software that we already have in place. We would need 16 EMG channels but with the option of 32 in the future. The small 37mm x 26mm x 15mm electrodes are small and light offering 8 hours of Real time data collection for use in and outside the lab. The Biomechanics team is also very familiar with this software as we have been using it with the old system, so there would be no learning curve. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Delsys is the only company that makes the Trigno Wireless System that works intricately with our motion capture systems and software. We already have the Delsys Bangali System, a tethered version. This Wireless updated version is the upgraded replacement. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No market research was conducted. The Trigno Wireless System from Delsys is a product we are already familiar with and interacts with software and equipment already in place. A newer wireless version of what we already have is the best fit due to no learning curve. 5) Any other facts supporting the use of other than full and open competition: The entire Biomechanics Team has extensive experience with the Delsys Company and EMG specifically. It is compatible with our data collection processes, and would require no additional training. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 7) Technical/Requirements Certification I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: contact@example.gov no later than 8:00 a.m. on April 19, 2011. Contracting Office Address: RDECOM Contracting Center - Natick CCRD-NA-SU, Natick Contracting Division Kansas Street, Building 1 Natick, MA 01760-5011 Point of Contact: Greg Wilson, Contract Specialist contact@example.gov
