INNEX California, Inc. is authorized to drill four oil and gas production wells in the Kettleman Middle Dome field located in Kings County, California. The project scope includes the clearing and grading of two existing well pads and access roads, the installation of power poles and pipelines, and all necessary drilling activities. These operations will take place on private lands containing a Bureau of Land Management administered mineral estate, resulting in a total surface disturbance of 2.77 acres. The project is managed by the California Department of Conservation, Geologic Energy Management Division (CalGEM), which serves as the lead agency for environmental oversight. The project has undergone extensive regulatory review under both the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). A Finding of No Significant Impact (FONSI) was issued by the BLM, and CalGEM subsequently approved the project, concluding that no significant environmental effects would occur. Compliance requirements include strict adherence to air quality standards from the San Joaquin Valley Air Pollution Control District, the Safe Drinking Water Act, and the Endangered Species Act. Special operational mandates are in place to protect wildlife, including daily trench inspections, a 15 mph speed limit on unpaved roads, and the establishment of buffer zones around active nests. All activities must conform to the Bakersfield Resource Management Plan and federal onshore oil and gas orders.
