The Naval Surface Warfare Center Crane Division is exploring emerging technologies for the Maritime Domain Identification System (MDIS), focusing on developing a new generation Specific Emitter Identification (SEI) system. This system aims to provide high-performance digital detection and precise identification/classification across a comprehensive range of commercial and military emitters, including low probability of intercept radars. The project seeks to leverage existing and planned Commercial Off-The-Shelf (COTS) hardware and software to establish a baseline of current technologies and assess emerging capabilities that could support this development. In the initial phase, the contractor is expected to develop a digital SEI receiver prototype as proof of concept, integrating COTS and modified COTS hardware and software to meet demanding operational requirements. This phase will also include preliminary system and interface specifications for applications in Homeland Defense and Navy needs, followed by a demonstration validating capability advances toward prototype development and creating an engineering development model. The government requests responses including concepts, data, product literature, and budgetary estimates by July 1, 2005, emphasizing that this is solely a request for information without commitment to contract award or compensation.

General Info

Develop digital SEI prototype using COTS hardware for maritime emitter identification and homeland defense.

5999 - MARITIME DOMAIN IDENTIFICATION SYSTEM (MDIS) TECHNOLOGY EXPLORATION Subject: Maritime Domain Identification System (MDIS) Technology Exploration Description: The Crane Division, Naval Surface Warfare Center, is seeking prospective sources for the Maritime Domain Identification System (MDIS) Project, which is investigating emerging technologies using Phased Modulation on Pulse (PMOP) parameters, processes, and approaches for a new generation, Specific Emitter Identification (SEI) System to provide for high performance digital detection and precision identification/classification capability encompassing a full range of commercial and military emitters, including Low Probability of Intercept (LPI) radars. The Navy is interested in existing/planned efforts that would allow leveraging of Commercial Off-The-Shelf (COTS) hardware and software items and/or tools in support of this effort. This effort will help determine the current baseline of available COTS based products and/or efforts and the status of emerging technologies, which could support this development effort. Source would be required to accomplish the following in the first phase: - Digital SEI Receiver Proof of Concept - An operational digital SEI receiver prototype will be developed to demonstrate the enhanced capabilities resulting from the application of technology and algorithms developed by Navy Post Graduate School (NPS) Monterey. - Initial Commercial Off-The-Shelf (COTS) Hardware/Software Integration - Hardware integration will use a combination of COTS and modified COTS items designed for the demanding operational environment. Preliminary system/interface specifications will be developed with applicability to both Homeland Defense and USN requirements. - System Proof of Concept Demonstration - A proof of concept demonstration will be conducted that will validate the significant advances in capability and lead to prototype development and establishment of an engineering development model (EDM). Please provide response with estimated costs for budgetary purposes for the first phase described above. This request is for information and product literature, etc. at no cost to the Government that will not be returned to the contractor. Respondents please submit any applicable concepts, data, product literature, specifications, and test results, point of contact (POC), and related information on or before 1 July 2005 to the following address: Commander, NAVSURFWARCENDIV Crane, Code 8091, Bldg 3168, Attn: Ms. Debra Ramsey, 300 Highway 361 Crane, IN 47522-5000. POC is Ms. Debra Ramsey, Phone +1 (555) 000-0000 or FAX +1 (555) 000-0000 or Email contact@example.gov. This notice does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure. The Government is only seeking information and possible sources for future needs, if and when they arise. No solicitation document exists at this time. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.

Solicitation # N0016426RGW20
Solicitation N0016426RGW20, issued by the NSWC Crane Warfare Center, is an IDIQ contract for the design, testing, and production of NSWC AIM Flatcars. The project has a contract maximum quantity of nine railcars, which must be fully commissioned and approved for rail use by the Association of American Railroads (AAR) in accordance with AAR-M1001 Section C, Part II. Key technical specifications include a lightweight car requirement of 116,000 pounds, truck axle loads not exceeding 60,000 pounds per axle, and adherence to WS20972 and MIL-SPC-810 for load securement. The period of performance is structured over five years from the date of award, with delivery costs to be evaluated across three Strategic Weapons Facility locations. The procurement process has undergone seven amendments, resulting in several extensions of the proposal deadline, with the final closing date set for November 25, 2026, at 2:00 PM EST. Significant modifications include updates to the Statement of Work, a reduction in the number of Contract Data Requirement Lists (CDRLs), and revisions to the System Requirements Document to adjust shipping weights and strikedown loads. The government will evaluate proposals based on delivery pricing and past performance on related railcar design and manufacture contracts, including commercial and non-federal experience. Government Furnished Property, including Active Inert Missiles and shipping fixtures, is designated for support with delivery dates targeted for September 20, 2027.
