This is a Sources Sought Notice ONLY.  The U.S. Government to procure meals, loging accommodations, training facilities for cadets and cadre for the Junior Cadet Leadership Challenge (JCLC) San Antonio in New Braunfels, Texas, 26 -29 May 2026. 


The Mission and Installation Contracting Command (MICC) is seeking information from potential sources to provide the services outlined in the draft Performance Work Statement (PWS), in support of the U.S. Army Cadet Command's mission. Refer to the attachments:  Draft PWS and applicable wage determination.  The Contractor shall have the capability to provide co-located meal services, lodging accommodations, training facilities that provides high ropes course; low ropes course; zip line course; land navigation course; team building /obstacle course; swimming pool for water safety course, adequate water stations throughout the camp, emergency medical coordination, furniture, equipment, supplies, tools, management and labor in accordance with the PWS, except for those items specified as government furnished property and services.   Place of performance: Will be performed within a 100-mile radius of San Antonio ISD, Texas.


This synopsis is a market research tool being used in determining the procurement strategy. This notice does not commit the U.S. Government to contract for any supply or services.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.  Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future advertisement, if any is issued.  The anticipated NAICS code is 721214.  Size standard is $9 Million. 


The following is to be included in your response:


  1. A statement of interest in the services contained herein.
  2. A synopsis of your company’s capabilities to perform the required services, including descriptions of past performance on contracts of similar size and scope.
  3. Company Information: Name, address, UEI, CAGE code, and business size/socio-economic status (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned) and the corresponding NAICS code.
  4. Contact Information: Name, title, email address, and phone number for a primary point of contact.
  5. Identify any condition or action that may be having the effect unnecessarily restricting competition with respect to this acquisition.  Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or (210) 466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sam.gov notice.  Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
  6.
