All proposers must be registered in SAM, and the contract includes clauses requiring small business subcontracting plans with Alternate I, accelerated payments to small business subcontractors, whistleblower protections, and compliance with numerous defense-specific deviations under DEVIATION 2026-00028, which modify standard clauses to meet DoD requirements.
