Solicitation # W912PL26RA022
The U.S. Army Corps of Engineers, Los Angeles District, is soliciting proposals for the design and construction of a Precision Guided Munitions (PGM) Facility at Nellis Air Force Base, Nevada. This total small business set-aside project, with an estimated magnitude between 10 million and 40 million dollars, involves the creation of a high-bay facility to support the assembly, disassembly, inspection, testing, and repair of missile and glide munitions. The base bid covers approximately 14,685 square feet, with an option for an additional 1,531 square foot maintenance bay. The facility will feature four drive-through work bays, each equipped with a 2-ton overhead bridge crane, a test cell for rocket motors, secure administrative spaces, and comprehensive security infrastructure including IDS, ACS, and CCTV. Construction must adhere to DoD Unified Facilities Criteria, Nellis and Creech AFB Installation Facility Standards, and ICD/ICS 705 physical security requirements for Special Access Program Facilities. The procurement is a single-phase design-build, firm-fixed-price contract utilizing a best-value tradeoff process. Evaluation is based on price and five non-price factors, with the highest priority placed on the past performance of the prime construction contractor, followed by the lead design firm, technical approach, management plan, and proposed schedule. The performance period is 730 calendar days from the Notice to Proceed. Key requirements include CMMC Level 1 certification, compliance with the Davis-Bacon Act, and the use of licensed professionals with at least six years of experience for design seals. Proposals must be submitted electronically in PDF format by September 14, 2026.

AI Contract Overview

The Travis Air Force Base MACC BOA is a total small business set-aside solicitation designed to establish a Multiple Award Construction Contract Basic Ordering Agreement for construction, alteration, and repair services. The objective is to create a robust vendor base for future task orders at Travis AFB and its operating locations, with contractors assigned to one of two pools. Pool 1 is designated for minor, non-complex construction that does not include design, while Pool 2 is for major construction and design-build requirements. The agreement remains open for applications until May 15, 2030, and the term of the agreement extends through May 11, 2030. The evaluation process follows a stepped approach focusing on four equally important factors: compliance and active SAM registration, past performance on at least three military or government projects within the last three years, bonding capacity verified by a surety letter, and architect/engineer qualifications via SF 330 for Pool 2 applicants. While the BOA itself does not guarantee work volume, the government has issued numerous synopses for anticipated orders, ranging from minor repairs like painting and flooring to major projects such as chiller replacements, sewer relining, and pavement reconstruction. Task orders exceeding 150,000 dollars require performance and payment bonds, and all work must comply with federal, state, and local codes, including OSHA, NFPA, and Unified Facilities Criteria standards.

General Info

Travis AFB MACC BOA for small businesses, two pools, past military construction experience required, no price evaluation, open until 2030.
