The Department of Commerce’s NOAA Acquisition and Grants Office plans to negotiate and award a sole source contract to Riviera Electric for completing the installation, commissioning, and energization of two rotary uninterruptible power supply systems on the DOC Campus in Boulder, Colorado. This contract is a re-procurement following a previous contract termination for cause. The project, which began in September 2004, is approximately 80% complete but currently in an abandoned state with misplaced equipment, damaged components, and safety code issues. Due to the complexity and design/build nature of the project, coordination among Riviera Electric, subcontractors, and engineers is required to assess the current project status, develop a comprehensive completion plan, and carry out final testing, commissioning, certification, and a one-year maintenance plan. Site cleanup from prior contractors is also part of the scope. Riviera Electric’s historical involvement and technical knowledge of the project’s issues make them a critical candidate for this contract. Although the Government intends to proceed on a sole source basis, interested firms with relevant experience in similar specialized equipment projects may submit documentation within 15 days demonstrating their capability and proposed approach to assessing and completing the work. This submission process is not a solicitation for competitive proposals but serves as a means for the Government to determine whether competition is warranted. The decision on whether to pursue a competitive procurement rests solely with the Government. All communications must be written, with oral responses not accepted, and must include evidence of past performance and a plan to identify completed and outstanding work, as well as material and equipment condition assessments. The contract is associated with NAICS code 221122 and administered by the NOAA Mountain Region Acquisition Division with contacts available for further details.

Full Description

NOAA?s Acquisition and Grants Office, Mountain region Acquisition Division, intends to negotiate and award, on a sole source basis, under authority of FAR Part 15, with Riviera Electric for the completion of an installation, commissioning and energization project of two rotary uninterruptible power supply systems located on the DOC Campus, Boulder, CO. This project is a re-procurement of a contract which was terminated for cause. The job site has since been abandoned. The sole source determination is based on justification that the project has been ongoing since September 2004 and is approximately 80% complete. The jobsite is currently in an abandoned state, with equipment pieces and parts misplaced. Numerous pieces of equipment and the building enclosure require repair, replacement or alteration due to damage or safety code non-compliance. As this was a design/build project, going forth, coordination with the installing subcontractor, medium voltage design engineer and equipment supply subcontractors will be required to determine the current state of the project as it is today, so that a comprehensive project plan can be submitted for the completion of the re-procured project. Once assembled, the equipment must be tested, energized, commissioned and certified. Additionally, a one year maintenance plan will be required. Clean up of the job site from the previous contractor is also required. Riviera Electric has been on the jobsite as a subcontractor to this project since performance commenced and has intimate, technical and historical knowledge of the performance issues encountered, and the remainder of work that needs to be completed. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the management, supervision, labor, supplies, equipment, and expertise to complete this project to meet the Government?s requirements as indicated above may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Documentation shall include evidence that the company has completed similar projects involving specialized equipment which were partially completed without substantial delays or start-up costs to the Government. Documentation shall also include the company?s plan on how they propose to determine what work has been completed, what is still required to complete the project, and how to determine what parts, materials and equipment require repair or replacement prior to substantial project completion. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time.
