The VA San Francisco Medical Center is seeking to negotiate a sole source contract with GE Medical Systems for 12 lead ECG components and related software updates that must integrate seamlessly with the existing patient monitoring systems, specifically GE's Dash 3000, 4000, and 5000 monitors. The contract requires compatibility with current ECG monitors and includes the integration of the Acute Cardiac Ischemia Time-Sensitive Predictive Instrument (ACI-TIPI) software. This procurement is justified under the statutory authority allowing sole source contracts when only one responsible source can meet the agency's needs, with no alternative suppliers or services suitable. While this is not a request for competitive quotes and no formal solicitation will be issued, the agency is inviting firms that believe they can meet the requirements to submit written notifications by March 31st. These responses are intended solely to assist the government in deciding whether to pursue a competitive procurement; the government retains full discretion in this determination. Responses must be submitted by email and must include detailed evidence of capability, with no phone responses accepted and no reimbursement for submission costs. The contract is managed under the Department of Veterans Affairs, with the contracting office located in Mather, California.
