The Department of Veterans Affairs, through its Network Contracting Activity 17, plans to award a sole source, firm fixed-price contract to GE Healthcare for the replacement of the Infinia Hawkeye Tube at the Central Texas Veterans Health Care System in Temple, Texas. This contract is based on the unique capability of GE Healthcare as the sole proprietary manufacturer of the specific tube required, with no distributors or sublicense arrangements, ensuring direct provision of the service. The purchase is justified under the statutory authority permitting other than full and open competition, as only GE Healthcare can meet the exact technical and compatibility requirements needed for the existing equipment at the facility. The contract period is scheduled from May 12, 2015, to June 11, 2015. Although this is not a solicitation or request for competitive quotes, the Department has provided a limited opportunity for other potential suppliers to submit a written notification if they believe they can fulfill the requirements, with responses due by May 11, 2015. Any response must provide clear and convincing evidence demonstrating how competition would benefit the government, but the decision to proceed with a competitive procurement remains at the sole discretion of the Contracting Officer. The NAICS codes referenced relate to healthcare equipment and gamma camera repair, underscoring the technical nature of the contract. The notice explicitly states that no telephone inquiries will be accepted, and any communications must be directed via email to the contracting specialist.
