The Department of Veterans Affairs intends to enter into a sole source procurement with Advanced Sterilization Products, a subsidiary of Johnson and Johnson Health Care Systems, to provide an EvoTech Endoscope Cleaner and Reprocessor system along with all necessary parts and supplies. This acquisition is being made on behalf of the USAF 79 Medical Logistics and is justified under the Clinger-Cohen Act of 1996, as the EvoTech system is identified as the only FDA-cleared solution capable of automating manual cleaning. Key benefits of this specific system include a 33-minute cycle time, automated leak detection, and integrated MEC monitoring, which collectively reduce human error, increase staff productivity, and enhance patient safety. The procurement includes a stand-alone, moveable floor unit featuring a large basin to prevent endoscope coiling and a dedicated water filtration system to ensure bacteria-free processing. While the government intends to negotiate directly with the sole source provider, interested firms had until May 4, 2009, to provide written notification and supporting evidence of their ability to meet the technical requirements. The final decision to proceed with a competitive procurement or remain with the sole source negotiation rests entirely with the government.

The Department of Veterans Affairs, CAI, Frederick, MD, intends to negotiate a sole source procurement with Advanced Sterilization Products c/o Johnson and Johnson Health Care Systems, Inc., 425 Hoes Lane, Piscataway, NJ 08855 on behalf of USAF, 79 Medical Logistics, 1057 West Perimeter Rd, Andrews AFB, MD 20762. This proposed contract action is for an EvoTech Endoscope Cleaner and Reprocessor (ECR) System and all accompanying parts and supplies. The VA intends to procure this requirement on a sole source basis in accordance with the statutory authority of section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 12.501(a). Only one responsible source for this commercial item and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 8 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses are due by May 4, 2009 at 4:30pm EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the Department of Veteran Affairs will proceed with a sole source negotiation with Advanced Sterilization Products. The justification for the brand name requirement is as follows: a. This ECR is the only system with FDA clearance to automate manual cleaning. The Evo Tech System's 33-minute cycle time includes the normally labor-intensive manual cleaning of the scope, which takes 6-10 minutes per scope. Additionally, this system automatically detects leaks thereby eliminating the inconsistencies associated with manual inspection. b. Ensures compliance, consistency, and safety for staff and patients with less handling of endoscopes to reduce the risk of damage. c. Its enhanced automation helps save time/money, increases productivity and frees staff to focus on patient care. d. There have been many human errors and inadequate manual cleaning reported in endoscope reprocessing, increasing a patient's/staff's risk/exposure to infection. e. The Evo Tech ECR System has a large basin size (21 inches) this helps to prevent endoscope coiling, therefore potentially reducing endoscope repair costs. f. This system has an integrated MEC monitoring which assures precise results by eliminating the use of test strips. The single use of CIDEX OPA Concentrate Solution safely delivers fresh and consistent single metered dose of high-level disinfectant in every cycle.
