AI Contract Overview

The Department of Veterans Affairs, through its Louis Stokes Cleveland VA Medical Center, intends to enter into a sole-source contract with Terumo Cardiovascular Group for the procurement of an M2 Monitor system and associated arterial sensors. This specialized monitoring equipment is critical for assessing patient parameters such as SV02, hemoglobin, and hematocrit levels during operations, enabling a perfusionist to ensure adequate oxygen perfusion and indirectly assess anesthesia depth. The choice to sole source this system is justified because it is the only compatible unit with the department’s existing tubing packs, making it uniquely capable of meeting their requirements. The government is exercising its authority under FAR 6.302-1(a)(2) to negotiate exclusively with a single responsible source, believing that no alternative suppliers or products can satisfy their needs. However, the notice invites other interested parties to submit information about their capabilities by a specified deadline to determine if competition is warranted. Any such submissions are to be made at no cost or obligation to the government and will solely be used to decide whether to open the procurement to other sources. At this time, no solicitation has been issued, and inquiries are directed to a government contact via email.
