The Michael E. DeBakey VA Medical Center in Houston, Texas, intends to negotiate a sole source contract with Medi Stim for the procurement of their proprietary Medi Stim probes in sizes 3, 4, and 5 millimeters. This sole source acquisition is justified under VA acquisition regulations and federal statutes because the probes are specifically designed to be compatible with existing Medi Stim equipment used at the facility. As these probes are essential for the operation and efficiency of the medical center’s equipment, the purchase must come directly from the manufacturer to ensure proper fit and function. The NAICS code for this procurement is 423450, which relates to medical equipment suppliers. This solicitation is not a request for competitive proposals but an announcement of intent to negotiate solely with Medi Stim. Interested parties were invited to express their interest by submitting supporting documentation by July 27, 2012, though such input would be considered only to determine whether a competitive procurement might be necessary. The decision to pursue a competitive process remains at the sole discretion of the Contracting Officer. Contact for the notice was provided via email, and no telephone responses were accepted, emphasizing the procedural nature of this communication and the proprietary status of the requested items.
