The Department of Veterans Affairs, through its Rocky Mountain Acquisition Center, plans to award a sole source purchase order to Ellex, Inc., a small business specializing in medical laser systems under NAICS code 334413. This procurement is authorized under FAR 13.106-1(b), allowing for a sole source due to the uniqueness of Ellex’s Integre ProScan™ system, which is required by the Eastern Colorado Health Care System for specific ophthalmological applications. The Integre ProScan™ offers distinctive features such as dual wavelength lasers (532nm and 670nm), thermally matched laser components for energy stability, a 10-degree convergence viewing angle, a 5.5mm stereo field of view, and a Total Access™ motorized mobile table for improved surgeon-patient interaction. Additionally, it must integrate with a laser indirect ophthalmoscope and slit lamp, capabilities that are considered unique to Ellex products in this context. Although this notice signals intent to proceed with a sole source award, the Department invites interested parties to demonstrate their capability to compete by September 27, 2016, emphasizing that evidence of potential competition must clearly benefit the Government. There is ongoing market research for similar technologies, and responses from Service Disabled Veteran Owned or Veteran Owned Businesses are welcome if they are registered with the VA's VetBiz Registry. The government retains discretion on whether to open the solicitation to competition based on the findings from this notice. Inquiries about the procurement are directed to the designated contracting official by the specified response deadline.
