The Department of Veterans Affairs, through its Network Contracting Office 19 in Greenwood Village, Colorado, intends to award a sole source purchase order for two Olympus Speech Pathology Carts. These carts include surgical carts, LCD monitors, Rhino-Laryngo video scopes, video and image capturing systems, light sources, and software. The procurement is conducted under FAR 13.501 Special Documentation Requirements and justified using FAR 6.303-2. The purchase is planned as a firm-fixed-price order to Alliant Enterprises, LLC, a service-disabled Veteran-owned small business and the only authorized federal distributor of Olympus speech pathology products for the Rocky Mountain Regional VA Medical Center. This acquisition aligns with an existing 60-month lease, established in 2016, which includes Olympus HD laryngoscopes and related equipment. The speech pathology carts must be compatible with this leased equipment to ensure system interoperability. The decision to sole source the procurement to Alliant Enterprises is based on this compatibility requirement and the company's unique status as an authorized distributor. Although this notice is not a request for competitive proposals, interested parties may express their interest and capability to fulfill the requirement by May 7, 2018, with detailed justification if competition is deemed beneficial for future procurements. Responses will be considered at the government’s discretion, and all information must be provided at no cost. The planned procurement falls under NAICS code 339113 with a business size standard of 750 employees and reflects the government’s intent to maintain consistency with existing equipment while moving from leased to purchased assets.

Notice of Intent to Sole Source: Speech Pathology Carts The Department of Veterans SAO West, Network Contracting Office 19, located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to enter into sole source purchase order authorized by FAR 13.501 Special Documentation Requirements (including brand name), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The Department of Veterans Affairs intends to award a sole source, firm-fixed-price purchase order to the service disabled Veteran-owned small business concern, Alliant Enterprises, LLC, located at 333 Bridge St. NW, STE. 1125, Grand Rapids, Michigan 49504. The associated North America Classification Systems (NAICS) Code is 339113 and the Business Size Standard is 750 employees. The contractor shall provide two (2) each (EA) Olympus Speech Pathology Carts (surgical cart, LCD monitor, Rhino-Laryngo Video scope, video and image capturing system, light source, and software). On September 1st, 2016 the Network Contracting Office 19 (NCO19) established a 60-month lease of fifty (50) Olympus HD Laryngoscopes, four (4) VISERA Elite Video Systems with Xenon Light Sources, four (4) Therapeutic Rhino-Laryngo Video Scopes, with a monthly service agreement. The impending procurement of the Speech Pathology Carts is required to be compatible for use with the existing scopes currently being leased. The leased scopes by Olympus equipment are interchangeable with the pathology cart and if another manufactured product is sought for this procurement, the scopes on the current lease will not be compatible. The equipment in this requirement is being purchased versus leased, therefore the current order will not be utilized but to remain consistent with equipment currently being used. NCO19 has determined it to be in the best interest of the government to conduct a sole source procurement to Alliant Enterprises, LLC, a service disabled Veteran-owned small business and the only authorized federal distributor of the required Olympus speech pathology systems and products for the Rocky Mountain Regional VA Medical Center. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 4:00 PM Eastern Standard Time, Monday, May 7th, 2018. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. For questions concerning this Notice of Intent, contact contact@example.gov.
