The VA Palo Alto Health Care System is planning to enter into a sole source contract with GE Medical Systems to acquire a new physiological monitoring system for the Emergency Department. This system will replace the existing one and will consist of twelve bedside monitors for Emergency Room beds, six bedside monitors for the Observation Unit beds, central stations for both areas, and two transport monitors. The system is designed to be compatible with the facility’s current GE Unity Network to ensure seamless communication across wards, and it will integrate with the existing GE MUSE ECG analysis system, allowing the direct transmission of 12-lead ECGs from emergency department monitors to the MUSE system. The equipment is FDA approved for physiological monitoring, meeting all necessary regulatory standards. This contract action is justified under the statutory authority allowing sole source procurements where only one responsible source is available, specifically citing 41 U.S.C. 253(c)(1) and FAR 6.302-1. Although this is not a competitive solicitation, other firms that believe they can meet the requirements can submit written notifications with detailed evidence to the Contracting Officer by November 29, 2013, for consideration. The Government will review these responses to determine whether a competitive procurement is warranted, but the decision to proceed without competition remains at their discretion. All responses must be submitted electronically, and no reimbursements will be made for the preparation of capability statements.
