The Department of Veterans Affairs, VISN 7, through the Atlanta VA Medical Center, plans to negotiate a sole source contract with Philips Medical Systems to lease a Picture Archiving and Communication System (PACS) for radiological services at their Atlanta and Tuscaloosa locations. This one-year contract is intended to bridge the current need until a broader VISN-wide PACS system is acquired. The procurement will be conducted under FAR 6.302-1 authority, meaning it will not be open to competitive proposals, but the agency is seeking information from interested vendors regarding their capability to provide such equipment and services. Vendors are invited to submit up to three pages outlining their experience, particularly with the VA or other government or private medical institutions, and explain their ability to deliver the system as required. Interested parties must also provide detailed business size and socio-economic status information relative to NAICS code 532490, which covers commercial and industrial machinery and equipment rental and leasing. This includes whether the vendor is a large or small business, any small business designations or certifications such as 8(a), HubZone, woman-owned, or veteran-owned statuses, as well as their DUNS number and registrations with the Central Contractor Registration (CCR) and the VetBiz Registry. Failure to be registered in these systems may disqualify vendors from future solicitation awards, especially those claiming veteran-owned status. Responses are due by noon Central Time on March 1, 2012, and will be used solely to determine whether a competitive procurement will be initiated. The contract incorporates several FAR clauses related to contract administration, pricing, and terms.
