The National Institutes of Health (NIH) plans to acquire molded contour style surgical masks to support its extensive biomedical research and clinical studies conducted across various laboratories in the continental United States. This procurement will cover a base year plus four one-year option periods under a firm-fixed price indefinite delivery contract. The acquisition process will utilize a reverse auction format, where qualified bidders—limited to small business manufacturers as defined by FAR regulations—will be invited to participate in an online bidding event following evaluation of initial responses. The solicitation aims to purchase surgical masks either manufactured by 3M Healthcare or products equivalent in meeting the specified requirements detailed in the Invitation for Bid (IFB). Interested small business manufacturers capable of supplying the entire quantity of masks requested are encouraged to identify themselves and request a copy of the IFB. The solicitation is expected to be issued around February 28, 2003, with a response deadline approximately 30 days thereafter. The Government intends to award the contract on an all-or-none basis, emphasizing the preference for manufacturers who directly produce the end item rather than firms that simply assemble kits. Requests for the IFB can be made via email or fax to the designated Contracting Officer, Marcia Goldman. This acquisition is designated as a total small business set-aside, encouraging participation from qualified small business manufacturers.
