The VA Office of Research and Development, James J Peters VA Medical Center, Research Department intends to negotiate on a sole source basis with Medical Measurement Systems USA pursuant to FAR 6.302-1; for the purchase of a Solar GI High Resolution Manometry (HRM) System. The system will be used in the Center of Excellence for the Medical Consequences of Spinal Cord Injury at the James J Peters VAMC located in Bronx, NY. The system is designed to monitor, measure, and analyze colonic motility utilizing a solid state pressure catheter. This system is designed specifically to capture, analyze, and report pressure changes in the colon, which allows researchers to monitor colonic motility as well as improve testing for diagnostic purposes to detect colonic disorders. The research staff is primarily focused on how physical activity alters colonic function and motility in a patient population that has known bowel dysfunction as a result of a spinal cord injury (SCI). The solar GI HRM system would allow our staff to monitor the changes in pressure both before and after physical activity and observe the effects that physical exercise might have on improving colonic motility and reducing the symptoms of neurogenic bowel. This equipment is required in direct connection with the ongoing research in the National Center of Excellence for the Medical Consequences of Spinal Cord Injuries. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than June 6, 2014, (3:00PM, EST). Interest/capability statements may be sent to Travis Gibbons at contact@example.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
