The Department of Veterans Affairs Regional Procurement Office (RPO) East plans to negotiate a sole source contract with SRM USA to acquire a specialized SRM Cycling Ergometer system for the Orthopaedic Research Laboratory at the VA Salt Lake Health Care System. This advanced equipment is intended to support research involving amputees fitted with percutaneous osseointegrated implant systems, aiming to overcome cycling-related challenges by providing precise biomechanical and metabolic data during cycling activities. The system includes a high-performance ergometer with features such as variable flymass, isokinetic and hyperbolic modes, a power meter with ±0.5% accuracy, multi-length cranks, and data export capabilities. Additional components include a mobile support system, torque analysis equipment, and a comprehensive setup package that includes 1.5 days of specialist training and travel accommodations. The research objective is to assess and optimize the cycling performance and comfort for individuals with amputations who use osseointegrated implants, enabling evaluation beyond traditional gait analysis methods. By utilizing iso-kinetic and iso-power testing modes, the equipment will facilitate both maximal and sustained effort assessments, critical for simulating real-world cycling conditions. The customizable setup options allow researchers to fine-tune bike fitting for each participant, addressing specific biomechanical needs and ensuring safe, effective use of prostheses. The information gained will help translate lab findings to personal cycling setups for enhanced mobility and activity. This sole source procurement aims to equip the VA research team with precise and integrative metabolic testing tools to advance understanding and improve functional outcomes in this specialized population.

Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis SRM USA, 720 W. Monument St. Colorado Springs, CO 80904, to purchase an SRM Cycling Ergometer for the Orthopaedic Research Laboratory at the VA Salt Lake Health Care System. This equipment will be used for research testing and to help research subjects (amputees with percutaneous osseointegrated implant systems) overcome barriers to cycling through testing and feedback. Furthermore, the SRM cycling ergometer system will integrate with metabolic testing equipment to address metabolic demand while cycling. The following equipment will be purchased: ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 0001 Ergometer-Science PowerMeter - PowerControl High Performance Ergometer with Variable Flymass,Variable Speed of Flymass, Isokinetic and HyperbolicModes, SRM PowerMeter Science Model with +/-0.5%Accuracy, SRM PowerControl, Multi-Length Cranks150-190 mm, Power Supply for 220/110 Volts, DataExport to ASC II 1.00 EA 0002 Complete SRM Ergometer Mobile Support System 1.00 EA 0003 Complete SRM Ergometer Setup. Includes 1.5 day training from a qualified SRM Ergometer Specialist as well asw all accomodations neccessary for travel. 1.00 EA 0004 Torque Analysis- Box- SRM GmbH- Red 1.00 EA Background Individuals with amputations are pursuing percutaneous osseointegrated implants systems for numerous reasons. These reasons range from improving their gait, to decreasing their donning/doffing times, as well as increasing their activity level to name a few. Currently, the Orthopedic Research Lab primary investigators (PI) have relied primarily on gait biomechanics. To date, the lab is not equipped to be able to further evaluate the biomechanics of its research subjects beyond the data captured in a motion capture lab using force plates. This is despite many of its research subjects voicing the desire to cycle again but have been limited by their current socket system. In fact, one of its recent research subject s entire reason for pursuing osseointegration (OI) was to increase his comfort and efficiency while cycling and the investigators wer unable to objectively measure this outcome. Cycling consists of both maximal and sustained efforts which are critical to cycling successfully. For example, maximal efforts are often required to climb hills and overcome obstacles while sustained efforts are required for going longer distances. The setup of a bike and the prostheses have direct impact on both components and if not addressed can be barriers to cycling for individuals with amputations. Being able to address these barriers within a laboratory setting and then transferring this information to an individual s personal bike will allow investigators to objectively evaluate the impact of OI in cycling. Furthermore, the appropriate fit is critical to maximize their performance with the hope to improve their ability to participate in cycling. The SRM cycling ergometer system will allow for PI to perform pre- and post-testing on individuals with OI systems using both iso-kinetic and iso-power settings. The iso-kinetic setting, using an adjustable fly mass to simulate differing amounts of kinetic energy, will allow them to perform maximal effort testing (e.g. 15-60 sec efforts). The iso-power mode will allow them to perform sustained effort testing (e.g. 15-30 min efforts). Furthermore, with the flexibility of setup with this device (handlebars, seat, crank lengths, etc) they will be able to modify the bike fit to ensure each subject is able to optimize the use of their residual limb and prostheses. Optimization can be for sustained and maximal efforts and will provide real-time feedback to both the research subject and research personnel. The information obtained can then be transferred to an individual s personal bike. This is especially critical for amputees who require special attention to their setup to maximize output while maintain a safe environment for their residual limb. This equipment will be used for research testing and to help research subjects overcome barriers to cycling through testing and feedback. Furthermore, the SRM cycling ergometer system will integrate with metabolic testing equipment to address metabolic demand while cycling. Technical Requirements Vendor will provide an SRM cycling ergometer system for specific research within the Salt Lake City VA Research Service, which has the following key features to provide iso-kinetic testing, iso-power testing, fitting, and feedback. Ergometer-Science PowerMeter PowerControl High Performance Ergometer with Variable Flymass Variable Speed of Flymass Isokinetic and HyperbolicModes, SRM PowerMeter Science Model with +/-0.5%Accuracy SRM PowerControl Multi-Length Cranks150-190 mm Power Supply for 220/110 Volts DataExport to ASC II File Complete SRM Ergometer Mobile Support System Torque Analysis- Box- SRM GmbH- Red Complete SRM Ergometer Setup. Includes 1.5 day training from a qualified SRM Ergometer Specialist as well as all accommodations necessary for travel. This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Specialist at contact@example.gov NLT Tuesday, September 17, 2019 by 12PM/noon EST. Telephone responses will not be accepted.
