The Department of Veterans Affairs' James J. Peters VA Medical Center in Bronx, New York, intends to award a sole source, firm-fixed-price contract to Medtronic, Inc. for the procurement of the MagPro Transcranial Magnetic Stimulator (rTMS) with Theta Burst Stimulation and associated accessories. This device is sought to enhance treatment options at the VA’s Mental Health Patient Care Center for veterans suffering from depression, anxiety disorders, and chronic pain, particularly those who have not responded well to traditional therapies or prefer non-pharmaceutical approaches. The contract, awarded under the authority that allows single-source procurement, covers a range of components including the MagPro R30 stimulator, Theta Burst option, various coils, patient management systems, positioning accessories, cooling systems, a motorized procedure chair, head stabilizers, research software, and onsite installation and training. Delivery and installation are required within 30 calendar days of contract award. The action is not competitive and will not solicit quotations, with all communications funneled through the designated VA Contract Specialist. STATEMENT OF NEED James J. Peters VA Medical Center 130 West Kingsbridge Road Bronx, NY 10468 GENERAL INFORMATION Title of Project: MagPro Transcranial Magnetic Stimulator with Theta Burst Stimulation. Scope of Work: The James J. Peters, VA Medical Center, Mental Health Patient Care Center, is in need of additional methods to treat depression, anxiety disorders, and chronic pain. Many veterans prefer to avoid medications to treat these conditions and cannot attend regular sessions of psychotherapy. Others have failed medication and psychotherapy. Treatment with repetitive transcranial magnetic stimulation (rTMS) has an FDA indication for refractory depression and is frequently used off-label for a wide variety of psychiatric, pain, and neurologic conditions. Treatment is office-based and does not require medication or psychotherapy. Sessions with rTMS, which includes a proprietary Theta Burst Module on the module we are requesting, will take 5 minutes and require only an initial course and rare maintenance sessions. There is a good possibility that treatment with rTMS will allow the mental health treatment center to reach veterans who currently are not in psychiatric treatment with traditional methods of therapy, thus extending our reach as a hospital, and reducing risk of morbidity and mortality among our veteran population that needs psychiatric treatment but goes untreated or undertreated. Background: The Mental Health Patient Care Center located at the James J. Peters VA Medical Center is in need of MagPro Transcranial Magnetic Stimulators with Theta Burst Models. Performance Period: The contractor shall provide the deliverables required under this Statement of Need within 30 calendar days or less from date of award, unless otherwise directed by the Contracting Officer.
