The Department of Veterans Affairs intends to award a sole source contract to purchase one Ultrasound Broncho Fiber Video Scope with a detachable cable for the Alpha 5 system, specifically for the Pulmonary Department at the Dayton VA Medical Center. This department is standardized exclusively with Olympus products, and the new equipment must be fully compatible with the existing Olympus monitors already in use. Due to proprietary compatibility requirements and the exclusive nature of Olympus products, the government has determined that Olympus Corporation of America is the only source capable of fulfilling these requirements. Consequently, the purchase will be made through Olympus’s exclusive authorized Service Disabled Veteran Owned Small Business distributor, Alliant Enterprises, LLC. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106, which allows for sole source awards when only one responsible source is available. Market research was not conducted because Olympus holds proprietary rights to the equipment, making no other vendors viable. The estimated acquisition is below the simplified acquisition threshold, and the contracting officer has certified the justification for this sole source procurement. Although this notice does not request competitive bids, interested parties have a brief window of three business days from publication to submit a written notice if they believe they can meet the requirements, accompanied by supporting evidence. If no such responses are received, the contract will proceed with negotiation directly with Olympus’s authorized distributor.
