The Department of Veterans Affairs Strategic Acquisition Center in Frederick, Maryland, awarded a ten-year multiple-award IDIQ contract to Owens & Minor Distribution, Inc. and five other awardees under a collective ceiling of 15 billion dollars. This contract, known as the Medical/Surgical Prime Vendor Generation-Z Version 1 (MSPV Gen-Z V1) Program, focuses on the distribution and supply management of medical, surgical, dental, and laboratory supplies for Veterans Affairs Medical Centers and other government agencies. The period of performance consists of a five-year base period from July 5, 2023, to July 4, 2028, followed by a five-year option period extending to July 4, 2033. The program utilizes a detailed CLIN pricing structure covering distribution fees, value-added services, and logistics costs across various Veterans Integrated Service Networks. Contractor performance is strictly monitored through a Performance Requirements Summary and a Metrics Report Form, which track critical standards such as order accuracy, fill rates, and delivery time accuracy. Failure to meet these established quality levels may result in negative performance reporting and fee adjustments. The scope of work includes extensive delivery requirements across multiple states, supported by specific staffing and reporting mandates to ensure the efficient flow of medical supplies.
