Note that if VA s pending market research establishes that two or more SDVOSB or VOSB that are SBA-certified and listed in the Dynamic Small Business Search (DSBS) are capable of performing this requirement at a fair and reasonable price, VA may set aside the underlying solicitation per 38 U.S.C. §8127.Â
Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

General Requirements:
The National Cemetery Administration (NCA) has a requirement to acquire Automated External Defibrillators (AEDs) and associated emergency response supplies, along with AED Program Management Services, medical direction and oversight, post-event support, and annual CPR/AED training services in support of National Cemetery Administration cemeteries nationwide.
The anticipated requirement includes the purchase of new AEDs (Brand Name or Equal), AED cabinets with alarms and signage, AED Response Kits, Naloxone (Narcan), replacement consumables, and recurring AED Program Management Services for Government-owned AEDs. Program Management Services include an Electronic, Web-Based AED Program Management System, inventory management, expiration tracking, reporting, medical oversight, post-event support, and annual CPR/AED training.
The Government anticipates awarding a single indefinite delivery indefinite quantity (IDIQ) contract for one base year and four (4) one-year options with the Government s discretion to exercise.
