The Department of Veterans Affairs, Network Contracting Office 09, intends to award a sole source, firm fixed price contract to General Scientific Corporation for the procurement of thirteen pairs of brand name SurgiTel Dental Loupes. This purchase supports the Lexington VA Medical Center Sousley Campus as it undergoes renovations to expand treatment capacity and enhance clinical access for Veterans. The current loupes in use have become ineffective due to new COVID-19 protocols, necessitating dental loupes with specific features such as motion-activated LED light sources that fit under face shields, safety glass goggles with wraparound contours, and customizable magnification and visual field adjustments. The loupes must be lightweight, equipped with non-slip nose pads to eliminate the need for head straps, and include a lifetime warranty covering various optical and frame components. Each unit will come with two batteries, and multiple models with Oakley frames and micro-LED lighting are specified. This contract will be awarded under the authority allowing for solicitation from a single source, reflecting the specialized nature and urgent requirement of these loupes to ensure safe and effective dental care during aerosolizing procedures amid the pandemic. Interested parties had a limited window to express interest and capability, with responses due by July 30, 2021, to determine if competition would be viable. The contractor must be registered in SAM and provide authorized distributor documentation from the manufacturer. Compliance with the Buy American Act and small business regulations, including for Service-Disabled Veteran Owned and Veteran Owned Small Businesses, is mandatory. The Department of Veterans Affairs explicitly stated that no solicitation or request for competitive quotes was being issued at the time of this notice.
