AI Contract Overview

The contract involves a firm-fixed price acquisition by the Department of Veterans Affairs (VA) for Welch-Allyn brand vital sign monitoring equipment, specifically the Welch-Allyn Connex 6800, to support the VA Kearny Mesa Health Care Center. Due to the existing use of Welch-Allyn equipment across the San Diego VA Medical Center, VISN 22 facilities, and at Kearny Mesa, the procurement is restricted to an original equipment manufacturer (OEM) authorized distributor to maintain equipment standardization, ensure compatibility with existing devices, and reduce additional training and costs. The contract is being executed under the authority of FAR Subpart 13.106-1(b)(2) for sole-source acquisition, as only one responsible source can meet the agency’s requirements. The anticipated NAICS code is 334510, with a Small Business Administration size standard of 1,250 employees, and the award timeframe was set for June 2021. The procurement process includes a Notice of Intent to Sole Source, which is not a request for quotes but allows any responsible OEM or OEM-authorized distributor to submit a quotation by the deadline to be considered for potential competition. Responses must demonstrate the respondent’s capability to meet technical requirements and compliance with VA’s gray market policies. Interested firms must be registered in the System for Award Management (SAM), and submissions by the due date of April 29, 2021, will determine if a competitive procurement is warranted. Contact for this solicitation is handled by VA Contracting Specialists Terrance Deininger and Roberto Dejesus via email, with telephone responses not accepted. The contract ensures continuity of care by integrating compatible vital sign monitoring systems while avoiding the costs and technical issues of mixing equipment brands.

SPECIAL NOTICE NOTICE OF INTENT FOR WELCH-ALLYN BRAND NAME ITEMS This acquisition is in support of the VA Kearny Mesa Health Care Center for vital sign monitoring equipment. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to compete a firm-fixed price contract to an OEM authorized distributor for Welch-Allyn Connex 6800 in accordance with authority of FAR Subpart 13.106-1(b)(2). Competition is restricted on this procurement due to only one responsible source and no other supplies or services that can satisfy agency requirements. Welch-Allyn vital sign monitoring equipment is currently in use in all Station 664 - San Diego VA Medical Center and facilities, and throughout much of VISN 22 facilities. Acquiring the same equipment for VA Kearny Mesa will allow standardization with the same methodology and results for the VA staff, reduce the need for re-training staff on different equipment, and allow VA staff to provide care to maintain consistent results throughout the patient care record. Additionally, the existing vital sign monitoring equipment currently installed at the facility are only compatible with Welch-Allyn equipment. Integrating multiple brands is not only technically infeasible but would also result in a significant cost to the Government in order to replace currently utilized and fully functional vital sign monitoring equipment. The NAICS code for this procurement is 334510 and the Small Business Administration Size Standard is 1,250 employees. The anticipated timeframe for award is June 2021. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR QUOTES. No solicitation package will be issued. See attached for salient characteristics. Any responsible source may submit a quotation which may be considered by the agency, only if received by the closing date and time of this notice. All information submitted should support the respondent s capability to provide the items and that those items will meet the Government s technical requirements. To ensure compliance with VA s gray market requirements for medical equipment, respondents must document in their response that they are the OEM or an OEM-authorized distributor. The Government is under no obligation to reimburse respondents cost for responding to this notice. All documents submitted by respondents are furnished to the Government at no cost or obligation. Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov. All responses received by the due date and time will be considered by the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government to compete this brand name only requirement is based upon responses to this notice and is solely within the discretion of the Government. Responses to this notice are due on or before 4/29/2021, at 10:00 am EDT via email to this procurement s Contracting Specialist Terrance Deininger at contact@example.gov and Contracting Officer Roberto Dejesus, at contact@example.gov. Telephone responses will not be considered.
