DeBakey VA Medical Center Network Contracting Office 16, intends to award a sole source firm-fixed-price contract to Premier Medical Distributors LLC, a Service-Disabled Veteran-Owned Small Business, for the supply and installation of 19 Guldmann GH3+ overhead patient lift systems at various clinical locations within the Houston medical center. The procurement, conducted under FAR 6.302-5(b)(6) pursuant to the Veterans Benefits Act of 2003, is justified by market research confirming that only one responsible SDVOSB source can provide the required equipment and installation services meeting all technical and statutory criteria. The lifts, each rated for 605 pounds and equipped with Wi-Fi-enabled monitoring, CLM and service modules, hanger bars, rails, and trolleys, will be installed in designated rooms sized between 3m x 3m and 5m x 5m, with specific configurations tailored to clinical needs including the Proctology Clinic, Radiology, GI Clinic, SCI Unit PT Gym, Cancer Clinic, Surgery Center, and Dental Clinic. Installation must comply with strict engineering and safety standards: structural designs must be stamped by a licensed structural engineer, all electrical work must meet NFPA 70 and NFPA 99 codes, and installations must not interfere with fire barriers, sprinklers, or medical infrastructure. ICRA Level II infection control measures are included, but any enhanced measures, structural modifications, demolition, asbestos abatement, or fireproofing work are the government’s responsibility. Each lift system must pass a weight test at 150% of rated capacity, witnessed by the VA Contracting Officer Representative, and accompanied by certified testing reports and final equipment documentation. All contractor personnel must be OSHA 10-hour certified, wear visible identification, comply with facility security protocols, and sign in with the VA Police Department. The procurement is classified under NAICS code 339113 with a small business size standard of 800 employees and PSC/FSC 6515. The notice is not a solicitation; competitive offers are not being sought, but other potential suppliers may submit evidence demonstrating that competition would be advantageous to the government by demonstrating their business size, socioeconomic status including SDVOSB or VOSB certification, SAM and SBA database registration, DUNS number, and ability to fulfill requirements by the required date.
