The Department of Veterans Affairs’ Program Contracting Activity Central (PCAC), National Activations Office, intends to award a firm-fixed price contract for Steris brand ceiling-mounted integrated equipment management systems, specifically Steris Booms and Lights, to an OEM-authorized distributor. This procurement supports the VA Cape Girardeau Health Care Center and aims to standardize equipment across facilities to ensure consistent patient care and improve turnaround times. The contract will be awarded on a sole source basis due to the unique compatibility requirements and the fact that Steris equipment is already installed and in use, making it the only solution that meets the agency's specifications and technical needs. Competition is limited as only one source is responsible and capable of fulfilling the requirements. The solicitation, associated with NAICS code 339113, targets businesses with up to 750 employees. Respondents must be registered in the System for Award Management (SAM), demonstrate they are either the OEM or an OEM-authorized distributor to meet VA’s gray market compliance standards, and submit their capabilities by the deadline of April 14, 2021. The Government will consider all timely responses to determine if competitive procurement is feasible but is not obligated to reimburse costs for submissions. The official award timeline anticipates a contract decision by May 2021, with communication managed through designated VA contracting officers.

Y1DA--VISN 2 EHRM Industry Day
Solicitation # 36C77627Q0002
The Department of Veterans Affairs, Program Contracting Activity Central, is conducting a pre-solicitation process for Electronic Health Record Modernization (EHRM) infrastructure upgrades across VISN 2 in New York and New Jersey. These projects, anticipated for solicitation in fiscal years 2027 and 2028, focus on enhancing cybersecurity, reliability, and operational resiliency through upgrades to telecommunications, fiber optic networks, and data centers. The scope of work requires coordinated architectural, structural, civil, electrical, mechanical, and telecommunications design and construction. Key project locations for FY27 include the Bronx, Canandaigua, Manhattan, Northport, and St. Albans VA Medical Centers, with targeted cost ranges varying by site from 20 million to 60 million dollars. The government is utilizing an Industry Day event to engage general contractors and subcontractors to help determine the final procurement method and socioeconomic set-aside strategy. While previous projects were often set aside for Service-Disabled Veteran-Owned Small Businesses, the VA is considering broadening competition to include both small and large businesses for the Bronx, Manhattan, and Northport sites due to their scale and technical complexity. Future solicitations may be issued as either Requests for Proposals under FAR part 15, evaluating both technical and price factors, or Invitations for Bids under FAR part 14, based on price only. Site-specific requirements include hazardous material abatement in Canandaigua and Northport, life-safety infrastructure upgrades in the Bronx, and historic preservation coordination in East Orange.
