The Department of Veterans Affairs, Network Contracting Office 1, is seeking information from potential sources to determine the viability of awarding a sole-source contract for the procurement of BD FACSLyric IVD Flow Cytometry Systems and associated components for the VA Boston Healthcare System in West Roxbury, Massachusetts. The requirement is for two BD FACSLyric 3L12C Instrument US IVD units, along with complementary hardware including computer bundles, monitors, printers, barcode scanners, extended-use tanks, universal loaders, tube racks, and a comprehensive suite of consumables such as CST beads, dilution buffers, cleaning solutions, sheath fluid, and a range of specific fluorescent beads for multiparameter assays. Software components include Assurity Linc RSS v6.0, FACSuite Multitest 4c and 6c assay modules, and the FACS Workflow Manager v1.2 system with necessary licenses and implementation services. The systems must seamlessly integrate with existing BD instruments, antibodies, and software platforms to preserve established testing protocols, avoid operational disruption, and prevent the need for costly revalidation or staff retraining. The delivery location is specified as the VA Boston Healthcare System at 1400 VFW Parkway, West Roxbury, MA 02132. The intent is to award a firm-fixed price contract, and the notice, issued under FAR Part 10 as a sources sought action, is explicitly not a solicitation or request for quotes. Vendors are requested to provide evidence of their capability to supply all required items, including authorization documentation, delivery timelines, business size classification, and confirmation of domestic or non-domestic origin to comply with applicable trade and country-of-origin requirements. Responses must include company name, SAM UEI, and clear documentation demonstrating that alternative sources can meet the agency’s technical specifications and that competition would be advantageous to the government. All submissions are due by June 12, 2026, at 1:00 PM Eastern Time, and must be sent electronically to Contract Specialist Dewan Britton. No reimbursement will be provided for costs incurred in preparing responses, and the information gathered will be used solely to determine whether a competitive procurement is warranted or if a sole-source award remains appropriate.
