The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network (VISN) 22 Network Contracting Office, is proceeding with a sole source procurement for the ComboLab Electrophysiology and Hemodynamic Recording System manufactured by GE Healthcare. This system integrates both hemodynamic and electrophysiology procedures into a single platform, facilitating rapid and confident cardiac diagnoses. The acquisition is a firm-fixed price purchase awarded to TrillaMed LLC, a Service-Disabled Veteran Owned Small Business (SDVOSB) acting as the sole authorized original equipment manufacturer (OEM) distributor for GE Healthcare. Justification for other than full and open competition is based on statutory authority permitting awards exclusively to a verified SDVOSB when the anticipated contract value does not exceed $5 million, ensuring compliance with FAR and VA acquisition regulations. Comprehensive market research identified 178 potential SDVOSB/VOSB sources, but it was confirmed that TrillaMed LLC remains the sole authorized OEM distributor eligible for this acquisition. The contracting officer has determined the price to be fair and reasonable, the source responsible, and the sole source awarding appropriate and in the government's best interest. This acquisition meets all necessary statutory and regulatory requirements, including eligibility verification and avoidance of subcontract aggregate exceeding the legislative threshold. Documentation and certifications attest to the bona fide need of the VA and completeness of supporting data, with assurances for maintaining competition where feasible in future procurements.
