AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 23, is awarding a sole-source IDIQ contract with a base term and four optional years to Vektor Medical for the procurement of 320 VMDISP2 disposable keys required to operate the VMap system already installed at the Minneapolis VA Health Care System. This procurement is conducted under FAR 13.5 Simplified Acquisition Procedures for Certain Commercial Items, citing statutory authority under 41 U.S.C. § 1901 and implementing regulation FAR 13.106-1(b)(2), as Vektor Medical is the sole source capable of providing the proprietary disposable keys necessary for the system’s continued operation, with no alternate suppliers or equivalent products available. Market research was limited to a search of Vetbiz using NAICS code 334510, which yielded no viable alternatives, and no further competition was pursued due to the proprietary nature of the product. The acquisition is not subject to any socioeconomic set-aside, and the contracting officer has determined the pricing to be fair and reasonable based on consistent historical pricing with the Minneapolis VA and pricing offered to the San Diego VA under similar terms. The contract requires vendors to be authorized distributors, maintain active SAM registration, and provide their UEI and TIN, with all submissions to be made electronically by June 15, 2026, to the designated Contracting Officer, Traci Johannes. Although no competitive evaluation factors exist due to the sole-source nature of the award, the government will conduct future market research to identify potential sources for competition in subsequent acquisitions. The period of performance begins on the award date and extends through the base term plus up to four optional years, with performance occurring at the Minneapolis VA facility, and no packaging, inspection, or delivery terms are specified beyond the required quantity and product specification.
