Solicitation Number:   36C10X26R0054  Notice Type:   Combined Synopsis/Solicitation   This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. 
Solicitation number 36C10X26R0054 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026. 
Requirement Description:  VA has a requirement to purchase the Medtronic EndoFLIP 300 system and related accessories and to deliver the same to its VA Medical Centers around the country. The EndoFLIP 300 provides real-time measurements of the pressure and dimensions of the esophagus during endoscopic evaluation and surgical procedures through Impedance Planimetry. Impedance Planimetry is described as a catheter-mounted, balloon-covered probe placed during a regular endoscopy using sedation and inflated to prespecified pressures. During inflation, pressure sensors along the balloon measure intraluminal pressure and cross-sectional areas within a gastrointestinal lumen or sphincter. The measurements are used to calculate a distensibility index (mm2/mm Hg) or compliance of the evaluated area.
A single award, Brand Name Only Requirements contract will be awarded for Medtronic EndoFLIP accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Proposals shall contain the terms for cost/price. The Government reserves the right to award without discussions.  
The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 Surgical Appliance and Supplies Manufacturing, Product Service Code: 6515 Medical and Surgical Instruments, Equipment, and Supplies. This procurement action is Unrestricted Full and Open. 
This acquisition anticipates award of a single award Requirements contract in accordance with FAR Part 16.503 for Medtronic EndoFLIP 300 System and related accessories as identified in ATTACHMENT A PRICE COST SCHEDULE - NX EQ PHYSIOLOGIC MOTILITY ANALYZERS ENDOFLIP. All interested companies shall provide a proposal for all Contract Line-Item Numbers (CLINs) listed in ATTACHMENT A PRICE COST SCHEDULE - NX EQ PHYSIOLOGIC MOTILITY ANALYZERS ENDOFLIP. Only Medtronic products will be considered for award.
The ordering period is for one 12-month base year with four 12-month option years. Delivery is a FOB destination. Firm-Fixed Price Orders will be placed against this contract in writing and will provide the delivery locations, delivery dates and exact quantities.  
The FAR provision at 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, applies to this acquisition including attached addenda to the provision. 
The FAR provision at 52.212-2, Evaluation -- Commercial Products and Commercial Services Items, and the specific evaluation criteria as attached addenda also applies to this acquisition. 
Clause 52.212-4, Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause.  Addendum is attached.

SCOPE OF WORK   
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified Physiologic Motility Analyzers (Medtronic EndoFLIP ) product line as a candidate for a VA-wide (otherwise referred to as national ) single Requirements contract award.  
Physiologic Motility Analyzers determine the peristaltic smooth movement of some part of the digestive tract (e.g,. esophagus, stomach, small intestine, colon) and the intraluminal pressure exerted on its content. Most of these analyzers can evaluate motility in several areas on the intestinal tract using interchangeable dedicated catheters and accessories for different applications. Motility study results provide information necessary for prescribing treatment such as surgery, drug therapy, and biofeedback therapy.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Medtronic EndoFLIP Physiologic Motility Analyzers to be used by VHA clinicians throughout the United States and its territories. The period of performance is for one 12-month base period with four 12-month option periods. 
2. REQUIREMENT 
This requirement will be brand name only for Physiologic Motility Analyzers which requires the offeror indicate that the product being offered is the Medtronic EndoFLIP and related accessories. The offeror must also clearly identify each item by brand name (Medtronic EndoFLIP ) including part/model number.
