The Department of Veterans Affairs, specifically the John D. Dingell VA Medical Center in Detroit, Michigan, issued this single source justification for the emergency purchase of six Getinge Servo-U Ventilators. The total estimated amount for the acquisition is 385,270.16 dollars. This procurement was fast-tracked under emergency COVID-19 thresholds to ensure the immediate availability of critical respiratory equipment. Fidelis Sustainability Distribution, a Service-Disabled Veteran-Owned Small Business, was selected as the sole source because they could fulfill the order expeditiously during volatile market conditions. Additionally, the facility already utilizes Servo-U ventilators, making this specific model necessary to ensure staff could operate the equipment immediately with minimal training. Due to the urgent nature of the national emergency, limited market research was conducted via VIP, GSA, and NAC.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Purchase six (6) Servo U Ventilators (EMERGENCY COVID-19 PURCHASE). Model # GETINGE-6694800 - Base unit SERVO-U with all associated parts. Estimated Amount: $385,270.16 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: EMERGENCY ORDER due to COVID-19. Due to the emergent nature and the market conditions, Fidelis Sustainability Distribution has confirmed they will be able to fulfill the order expeditiously. The Detroit VAMC s current fleet of ventilators are the Getinge Servo-U ventilator. It is imperative that the purchase be Servo ventilators to allow the staff the ability to use the ventilators immediately with minimal training. Contracting Officer's determination to make a sole source SDVOSB award is a business decision in support of the declared National Emergency. Description of market research conducted and results or statement why it was not conducted: Due to the emergent nature of this acquisition (COVID-19), time did not permit for much market research. Additionally, Fidelis Sustainability Distribution is a SDVOSB. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
