The Department of Veterans Affairs Office of Procurement, Acquisition and Logistics is exercising a two-month extension for contract VA797N-16-C-0005 with Pain Management Technologies, Inc. This modification, effective from March 15, 2021, through May 14, 2021, ensures the continued availability of Transcutaneous Electrical Nerve Simulation (TENS) Kits and Accessories for Veterans and prevents a disruption in services while the government completes the acquisition process for a follow-on long-term national contract. The TENS units and accessories are noninvasive, drug-free pain management tools standardized by the Veterans Health Administration's Prosthetic Clinical Management Program to maximize efficiency and quality of care. This action is being conducted as other than full and open competition under the statutory authority of 41 U.S.C. 3304(a)(1), FAR Subpart 6.302-1, and 38 U.S.C. section 8123. The extension maintains the existing firm-fixed-price structure, with the contractor confirming that pricing will remain unchanged. To remove barriers to future competition, the government intends to publicize the subsequent long-term requirement as a small business set-aside via the Government Point of Entry. Market research, including a Request for Information and an Industry Day, has already been conducted to identify potential manufacturers and distributors for the future procurement.
