The Department of Veterans Affairs, through its Network Contracting Office 1, is conducting market research to identify capable vendors for a portable Transcranial Magnetic Stimulation (TMS) system designed specifically for inpatient psychiatric care at the Providence, RI VA Medical Center. The requirement focuses on a compact, mobile TMS device that can be rapidly deployed in constrained hospital environments, including small patient rooms and shared multipurpose spaces, without requiring permanent installation, bulky cooling systems, or extensive training. The system must weigh no more than 45 pounds for the generator and 10 pounds for the coil, feature integrated wheels, support FDA-cleared treatment protocols including iTBS and bilateral dorsomedial prefrontal stimulation, and enable precise coil placement through camera-guided technology to eliminate manual measurement. Safety is paramount, with strict adherence to ligature risk mitigation, constant staff visibility, and the ability to treat patients at their bedside to reduce elopement, agitation, and fall risks associated with transport. Respondents must be prepared to demonstrate full compliance with all technical, operational, and environmental requirements outlined in the Statement of Work, including the provision of Neuronavigation Caps in four sizes and at least three years of maintenance support. Submissions are limited to eight pages in Microsoft Word or PDF format and must include company details from SAM.gov such as UEI, CAGE code, socioeconomic certifications, and place of manufacture, along with a capability statement and supporting product literature. Responses are due by July 22, 2026, at 4:00 PM EST and must be emailed solely to glorimar.estevezcortorreal@va.gov with the specified subject line. This is strictly a sources sought notice for market research purposes, not a solicitation; no contract will be awarded based on these responses, no reimbursement is provided, no feedback will be given, and responses do not guarantee inclusion in future solicitations. The government intends to use the information gathered to determine market availability, assess small business capability, and select the appropriate acquisition strategy, which may include setting aside the requirement for SDVOSBs, VOSBs, or small businesses, or proceeding with full and open competition.

Statement of Work Brand Name Ampa One TMS or Equal (with U.S. Made Preference)
Description of Requirement
The Providence VA Medical Center requires a portable, lightweight, inpatient suitable Transcranial Magnetic Stimulation (TMS) system, procured as Brand Name Ampa One TMS or Equal. Inpatient psychiatric units impose strict physical, safety, and workflow limitations that necessitate a compact, mobile, rapidly deployable neurostimulation system. Systems designed for outpatient clinics workstation style consoles, tethered cooling systems, or large immobile units are not compatible with inpatient psychiatric constraints
A U.S. Made Preference applies to this acquisition under applicable Buy American requirements. Domestic products meeting all salient characteristics will be given preference; however, foreign-made systems may still be considered if they meet all mandatory characteristics and no acceptable U.S. made alternative is identified.
2. Inpatient Clinical Use Requirements The offered TMS system Ampa One or Equal must fully support the following inpatient workflows: Rapid bedside neurostimulation for patients who cannot safely transfer due to psychiatric acuity, mobility restrictions, elopement risk, or observation requirements. High acuity, time limited schedules, requiring rapid movement of the system between multiple rooms throughout the day. Flexible deployment in multi use areas such as therapy rooms, provider consult spaces, and medical evaluation rooms. Consistent and reproducible coil placement without reliance on bulky or measurement intensive positioning equipment
3. Inpatient Environmental & Safety Constraints The system must be suitable for psychiatric inpatient environments with space and safety constraints: Small patient rooms with limited clearance around beds, medical equipment, and anti ligature furniture. Narrow hallways unsuitable for workstation style systems. Shared rooms where permanently installed systems are not permitted. Ceiling height limitations, restricted outlet placement, ligature risk mitigation requirements, constant observation protocols, and fall risk considerations none compatible with large or fixed TMS consoles.
4. Required Device Characteristics (Salient Characteristics Mandatory Minimums) To be considered equal, offered systems must meet or exceed all salient characteristics of the Ampa One TMS.
A. Mobility & Physical Design Generator weight must not exceed 45 pounds. Generator must include integrated wheels for rapid room to room maneuverability. System must deploy without any permanent construction, workstation chairs, anchoring, or bulky cooling devices. System must fit through narrow inpatient corridors and small psychiatric patient rooms. Must include neuronavigation caps (small, medium, large, x large). Must include TMS system maintenance for a minimum of 3 years.
B. Coil Requirements L coil must not exceed 10 pounds. Coil positioning must be camera guided or equivalent, eliminating manual measurement procedures. Must support FDA cleared geometries, including iTBS (3 minute) and 20 minute bilateral/dorsomedial prefrontal protocols.
C. Clinical Safety & Efficiency Passive thermal management no external cooling infrastructure permitted. Simple tablet based interface to enable rapid staff training and avoid workflow disruption. Must comply with inpatient psychiatric safety requirements, including anti ligature, constant visibility, and secure use protocols.
D. Patient Safety Must support in place treatment to reduce elopement risk, agitation, and fall risk by eliminating the need to transport patients to other clinic areas.
E. Impact of Non Compliant Systems Large outpatient workstation style systems: Cannot be maneuvered in constrained inpatient spaces. Would prevent inpatient TMS services, delaying care and worsening outcomes. Would impose unacceptable IT and security burdens due to networked consoles and cooling systems. Would fail to meet inpatient deployment and safety requirements
5. U.S. Made Preference (Buy American Compliance) Domestic end products meeting all salient characteristics will be evaluated favorably. Vendors must identify the place of manufacture for the TMS system and all neuronavigation caps. Foreign made systems may only be considered if no domestic product meets the salient characteristics at fair and reasonable pricing.
6. Deliverables Complete TMS system meeting all salient characteristics Neuronavigation caps (S/M/L/XL) Operator manuals and quick start guides Warranty & maintenance documentation (minimum 3 years) Training (on site or virtual) for clinical staff
7. Deliverables Complete TMS system meeting all salient characteristics Neuronavigation caps (S/M/L/XL) Operator manuals and quick start guides Warranty & maintenance documentation (minimum 3 years) Training (on site or virtual) for clinical staff

Flow Imaging Microscopy combined with Light Obscuration Capabilities
Solicitation # 1333ND26QNB640309
The Bioprocess Measurements Group at NIST in Gaithersburg, Maryland is seeking a modernized flow imaging instrument with integrated light obscuration capabilities to replace two obsolete and unsupported systems currently in use. These outdated instruments hinder the group’s ability to generate data that is comparable with industry standards, limiting collaboration and compliance with regulatory requirements for characterizing challenging biologically or synthetically derived particles in drug products. The current industry reliance on flow imaging microscopy and light obscuration as compendial methods underscores the urgent need for an updated system that aligns with contemporary analytical practices, ensuring accurate, consistent, and interoperable particle characterization essential for biomanufacturing quality control. The solicitation, identified by number 1333ND26QNB640309 and published on August 4, 2026, is open for responses until August 14, 2026, and falls under NAICS code 334510 for medical and diagnostic laboratory equipment manufacturing. The contract is administered by the Department of Commerce through NIST, with primary point of contact Rene D. Edwards and secondary contact Robert Singman, reachable via phone and email provided. Both the solicitation and performance location are in Gaithersburg, Maryland, 20899, and no set-aside provisions apply, making it open to all eligible respondents. The updated instrument is critical for maintaining NIST’s leadership in measurement science and ensuring its standards remain relevant and applicable to the evolving biopharmaceutical industry.
